most part, as explained in the Detailed Statements, on the
one hand to larger returns from Licences and Land Sales,
and on the other to the Colony's comparative immunity from
plague throughout the year, as well as to the high rate
of exchange which prevailed.

The balance in the Hongkong and
Shanghai Bank on 31st. December to the credit of the
Government amounted to $326,413.17; this together with
other assets go to make up a balance over Liabilities of
$297,722.83, or $90,087 in excess of the estimate given
in the 11th. paragraph of my Despatch No. 363 of 7th.
October last.

According to instructions arrears
of Revenue are not included in the Statement of Assets,
such arrears being considered as balancing from year to
year. It is, however, a noticeable fact that the amount
so carried forward from 1904 exceeds the amount carried
forward from 1903 by the sum of $84,821.18.

The financial position of the
Colony at the close of the year 1904 and consequently as
affecting the Estimates for 1905 may therefore be consider-
-ed
